Sheffield City Council has rejected plans to demolish a former gospel meeting hall on Carter Knowle Road and replace it with a five-storey apartment block. The proposal, submitted by PTA Developments, aimed to build 53 flats on the site in the south of the city.

 

The decision came after planning officers highlighted the developer's failure to meet requirements for affordable housing contributions, which were deemed essential to the project’s approval.

 

Affordable Housing Requirements Not Met

 

Under planning obligations, the council expected PTA Developments to include one discounted apartment for first-time buyers under the government’s First Homes scheme. Additionally, the developer was required to contribute £530,555 to fund affordable housing elsewhere in Sheffield.

 

However, a representative for PTA Developments said these conditions were financially unviable, making the project unsustainable for the company.

 

Public Opposition

 

The proposal attracted significant opposition from the local community. The council received 42 formal objections and a petition signed by 108 residents. Concerns raised included the size and scale of the development, potential impacts on traffic, and the lack of affordable housing provision.

 

Initially, the developer had proposed building 67 apartments but scaled back the scheme after feedback. Despite these changes, the planning committee found the revised plans insufficient to meet local housing needs.

 

Unanimous Decision

 

At a planning meeting on Tuesday, councillors unanimously voted to reject the application.

 

It remains unclear whether PTA Developments will revise their proposal or appeal the decision. For now, the future of the Carter Knowle Road site remains uncertain.

Considering that project would have brought in 7-10 million, I find it difficult to believe they couldn't meet local needs for affordable housing.

I bet if the developers had stumped up the cash and done the required 1 property as affordable then the council would have approved it.

Nowt over 2 stories on Carter Knowle (3 if you count attic bedrooms down the bottom end). 5 storey development - way out of place,

So it's not opposite to the school it's adjacent to the school. This can therefore be solved by taking the square root of the hypotenuse. 

 

In the photo above you can see the overhanging boughs of a large and magnificent tree just out of shot. The tree may well make the access road very hard to widen and there are already bat-boxes in the tree, so game over.

That current access road looks wide enough already, doesn't it?

That may be the effect of a wide-angle lens. As someone who parks in that spot I have to say it's tighter in reality, not enough for two Landrovers to pass in.
