Of course not all the Homeless are mentally ill. Mental illness is far more prevalent amongst the Homeless than the general population however. But, regarding the ‘crackdown’ - where will all those poor Homeless people go? They don’t have any money to pay the fines and they will have to go somewhere else; most likely just outside the exclusion area.

On every thread you can slide it in, legitimately or not - rather like another poster I could name, but won't. It is losing its effect by constant repetition.

This thread is quite literally about anti social behaviour in town: “the decision means activities such as public drinking, begging, loitering, drug use, and public urination or defecation could now result in fines of up to £1,000.” Of course, not all homeless engage in such activities but many do due to desperate situation they find themselves in. Other people have raised similar concerns to myself so I fail to see your grievance here.
