Tony Posted December 10, 2024 Posted December 10, 2024 It occurs to me that people who are at a point in their life where they engage in activities such as public drinking, begging, loitering, drug use, and public urination or defecation probably don't have £100 to pay the on-the-spot fine, never mind £1000 plus costs after court. So how is this going to help either the people who are public drinking, begging, loitering, drug use, and publicly urinating or defecating or the rest of us? Is there a legal provision to forcibly remove offenders from the streets and give them the care they need? Or is this just a massive PR stunt by well meaning politicians who want to be seen to be doing something. 2

Everyone focuses on the fines as it makes news but the reality is thats the maximum penalty that can be imposed. Take TV licence how many get fined a grand for not having a TV licence? Not that many. If you accept you've done wrong and buy a licence they dont take any action. As for for for giving them the care they need the people we are refering to it have refused help. If you want an example of this take this guy. He was banned a few times and came back. Hes still out there begging and causing a nusance and nothing is being done about him. Banned Sheffield beggar sentenced for breaching court order and assault Then you have the street drinkers who are not homeless causing mischief. Take the mouthy woman outside the water works Wetherspoons with her boyfriend (wayne I believe she shouts his name a lot). Shes got a home surely but still choses to stay in the city centre and cause grief. Also take the guy who had the two dogs taken away outside McDonalds. Yep he lives up Gleedless according to many. So in short the homeless wont pay but the homeless arnt the problem nor will they be asked to pay 1k. Its targeting the beggars and street drinkers that this will solve.
Tony Posted December 10, 2024 Posted December 10, 2024 @woodmally1979 all very fair points that you make, which I why I wrote. 23 minutes ago, Tony said: Is there a legal provision to forcibly remove offenders from the streets and give them the care they need? The proof will be in the eating but it seems a bit half baked as presented. I'll have a dig around at the genesis of the decision when I get five minutes.

If your wanting to know why this decision came about. Its probably due to the countless times we have complained about these beggars and street drinkers and nothing was done about it. The council have found out that other councils were using these powers so decided to use it. But if you find something more concrete let us know. 2

There is a document (summarised earlier in the thread) about the 'Enforcement and Support Protocol', which you may want to read? 2 Sheffield Forum | The Sheffield Guide | The Sheffield Shop
Anna B Posted December 10, 2024 Posted December 10, 2024 Simple question: Where are these poor souls supposed to go? Social services is over-run, hostels are full, charities are short of money, as is the council. They will simply be moved on to create a problem elsewhere. 2
