I’m not so sure about fining people for not putting their bin back by 7pm on collection day though.  That’s too soon and there are various good reasons why some people might not be able to do this.

That's just ridiculous. Plenty of people won't even be home from work by then.

OK. 

 

So I'm going to enact a new policy in which my bin MUST be returned to the spot it was placed by myself when I put it out and not 30yd down the road like currently happens.

Things are starting to happen in Sheffield already by the sounds of it, not fines just yet but I have a friend who works for the SCC , she works for older people in a block of flats and the bin men are starting to leave bins that are contaminated with different rubbish. Some of these people have dementia so cannot take in what is being asked of them due to their unfortunate condition. Also has anyone though of what may happen if some unscrupulous people start deliberately contaminating peoples bins , either for fun or revenge if they don't like someone. It can be so easy to walk past a bin and place the wrong rubbish in it don't you think.

Except for the fact, that our recycling bins are always full, I mean, what are people supposed to do if they can't dispose it correctly?  Not only that, what if someone takes your rubbish out of the bin and puts it into an inappropriate bin out of pure spite?

Agreed. Perhaps we could also reduce our council tax payment by an appropriate amount when the bins aren't emptied on the day they're supposed to be emptied.

 

Or if they come back with "collection days are only their intention, not a guarantee of collection", we could say that it's our intention to pay that proportion the council tax, but it can't be guaranteed.
