So why mention it then?

becasue 'redruby' seems to have an  obsession with  excusing  bad behaviour and criminality  as  Mental health  issues , when the reality is that people with  serious mental health  conditions are  far more likely to be the Victim of  crime than the Perp

It's also well into Xmas party season, so there's every chance someone had a skin full the night before and is either still half cut or has a stonking hangover and a short temper.

Might be someone who has had their pet iguana stolen en route to a special iguana owners conference.

That would make me angry.

You can't say 'normal people' because it implies that the people in question are not normal.

'redruby'  along with some other  posters seem to have a very  bizarre  spin on the issues surrounding mental health  and  the association with street begging,  ASB and  the 'homeless'

Usually stems from a passenger annoying another one.

Years back a man had his earphones on far too loud so I tapped him and politely asked him to turn it down. He just looked at me, said no and put them back in his ear.

I was that angry I got my scissors out of my bag and cut his lead...job done! He then seemed to want to start a fight but he soon shut up.

I think those with mental health problems are both victims and perpetrators.  Don’t those of unsound mind have the option to plead insanity in court?  I do believe most of the homeless that are in town have mental illness of some kind.  The begging and stealing is just to feed addictions.

"to establish a defence on the ground of insanity, it must be clearly proved that, at the time of the committing of the act, the party accused was labouring under such a defect of reason, from disease of the mind, as not to know the nature and quality of the act he was doing; or, if he did know it, that he did not know what he was doing was wrong"

this is different ot diminished responsiblity  or automatism

this is also not   being unfit to plead

As for your diagnosis  , i presume you can demonstrate you have a suitable   primary  Qualifying degree and that  you have assessed and been able to  determine a Formulation of   the individuals  you have Diagnosed  as mentally ill ...

Ah, so we can still use the term ‘insanity’ and the insane.

No qualifications are needed to see that most of the homeless in town are Mentally Ill. I saw a guy talking to  an unseen presence the other day for example.
