Sheffield City Council has announced a transformative Growth Plan 2025-2035, outlining an ambitious roadmap to drive economic prosperity, create opportunities, and enhance the quality of life for its residents. With a vision to build on its strengths as a global leader in advanced manufacturing, tech innovation, and cultural richness, the plan aims to position Sheffield as a thriving, inclusive, and sustainable city.

 

The strategy, for an economy worth an estimated £15.7bn, is set to deliver long-term benefits by attracting investment, fostering innovation, and reducing inequality. The council will present the plan to the Strategy and Resources Committee on 11th December for approval.


Building on Sheffield’s Strengths

As the UK’s fourth-largest city, Sheffield is already a hub of economic activity, with a robust manufacturing sector, two world-class universities, and a vibrant cultural and outdoor scene. Highlights from the plan include:

 

  • Capacity to deliver up to 36,000 new homes by 2039, creating vibrant neighbourhoods and bolstering the local economy.
  • Potential to contribute £2.2bn more annually to the UK economy by fostering business growth and innovation.
  • Commitment to better, greener, and more accessible transport systems to support mobility and sustainability.

 

Councillor Tom Hunt, Chair of the Strategy and Resources Committee, emphasised the importance of the plan:

“Strong and sustained economic growth is key to improving living standards and reducing inequality in Sheffield. Our Growth Plan will showcase Sheffield as a city with a clear and ambitious vision, setting the stage for a prosperous and inclusive future.”


Four Missions Driving the Plan

The Sheffield Growth Plan 2025-2035 is underpinned by four bold missions, each designed to address the city’s unique challenges and opportunities:

 

  1. Inclusive Economy

    • Tackle disparities in employment, health, and wages.
    • Expand access to skills and career opportunities for all communities.
  2. Global, Green, and Growing

    • Position Sheffield as a leader in climate-friendly industries and technologies.
    • Attract investment to achieve net-zero targets while creating high-quality jobs.
  3. Dynamic Infrastructure

    • Develop a connected, low-carbon transport network to reduce congestion and improve accessibility.
    • Upgrade infrastructure to meet the needs of a growing, modern city.
  4. Creative and Prosperous Communities

    • Boost Sheffield’s international reputation through its cultural and creative sectors.
    • Foster community partnerships to ensure all residents benefit from economic growth.


Delivering the Vision

To achieve its goals, the Growth Plan will adopt a collaborative and evidence-based approach, leveraging partnerships with businesses, educational institutions, and community organisations. Key initiatives include:

 

  • Investment Compact 2035: A new governance framework to align decision-makers from local, regional, and national levels.
  • Five-Year Investment Cycles: A structured roadmap to prioritise high-impact projects, with the first phase running from 2025 to 2030.
  • Outcomes Framework: Metrics to monitor progress in economic, social, and environmental areas.

 

Diane Jarvis, Head of Business Operations at Sheffield BID, hailed the plan’s potential:

“This is a unique opportunity to harness Sheffield’s strengths and drive meaningful change. Collaboration will be critical to ensuring every community benefits.”


Prioritising Sustainability and Inclusion

The Growth Plan aligns with Sheffield’s commitment to tackling climate change, featuring initiatives like low-emission travel and sustainable infrastructure projects. Additionally, the plan places a strong emphasis on reducing inequality by ensuring that economic benefits reach all communities across the city.


Why Now?

Sheffield’s Growth Plan comes at a pivotal moment as the city seeks to capitalise on its strengths and address long-standing challenges. By focusing on inclusive growth, environmental sustainability, and global competitiveness, Sheffield is poised to become a model for economic development in the UK.

 

The proposal will be discussed at the Strategy and Resources Committee meeting on 11th December, with the full report available on the Sheffield City Council website. Residents are encouraged to follow the webcast and participate in shaping Sheffield’s future.

Looking at this reminds me of a quote from advertising tycoon David Ogilvy -

 

"Our business is infected by idiots who try to impress by using pretentious jargon" 

 

Seems its not restricted to advertising.

 

Transformative, inclusive, imaginative, cultural richness, outcomes, metrics,  etc etc etc...

 

Yer in bleedin' Sheffield, not a £100 a seat plum-in-mouth willy waving contest.

 

SAY IT IN PLAIN ENGLISH.

Thank you I will.

 

But just to add, my favourite quote was delivered when I was a civil servant and staff numbers were being reduced in 2011. We were all gathered together by a senior manager, who told us -

 

"I'm afraid I have to tell you that we are on a descending flight path of headcount."

It does feel we now have a cohort of big hitters in the Town Hall, and at last there is ample sign about the place that Sheffield is being transformed after being drifting for neer a decade.
