So what do you suggest the female homeless do? I was making a joke around the installation of pissoirs but that is still valid because I am pretty sure they will not be holding it in and waiting till they can get into a shop or pub . ..

Valid point but the fact is that is 85% of rough sleepers are male and most public urination is from men (probably because its easier for men).  I said previously that we need more public toilets and that should be enough to provide adequate facilities for women.  My thinking about pissoirs was to discourage men urinating on the street because otherwise it’s too easy to just pee in the street. I think we need to be pragmatic about these things.
Similarly, we need to be pragmatic about the public toilets we provide.  Whilst in an ideal world they would be attractive and of a similar standard to our home facilities, in reality we need something very hard wearing, basic, functional and vandal proof (as far as possible).  And horrible as they are, with those lights to stop drug users.

“A charity working to help get rough sleepers off the streets in Sheffield has said it has seen a record number of people.

Framework Street Outreach Team say in August this year they found 71 people sleeping rough in and around Sheffield city centre. An increase of 78% on the previous year.”

That would be last time Labour was in power. They pledged to end homelessness and largely succeeded. Since then we've had 14 years of 'Austerity,' Tory cuts and the closing / reduction  of many of the social services. So poverty, mental health and homelessness has increased exponentially.

Did they succeed or not? I really dont know because the people I see on the streets all the way from Fitzallan Square tram stop right to McDonalds I have seen out back in the day when Labour was in power. So either they A) Refused help B) are not homeless just begging and drunk or C) They left their accommodation.

The 1997 Government reduced rough sleeping by two thirds:
