Obviously those who fail in their claim and go on the run, then become illegal immigrants, but that's a comparatively small number. The majority of illegal immigrants are those who pull stunts like overstaying on valid visas, and then fail to claim asylum; we don't monitor our borders thoroughly enough to estimate how many of them are still here, either working in the black economy, or surviving by means of other criminality.
