Whoever drafted this bill needs to be taken away from anything authoritarian, conversely any police authority that takes this seriously requires an overall, what else could they be taking seriously?

That's ridiculous.

I go for a walk every day and 3 or 4 cat's and a couple of dogs who are used to my passing, come out for a fuss and a stroke whenever they are around.

Am I supposed to ignore them and walk straight past in future ? 

Maybe I could get a chitty off all the owners to say that their animals know me and I have permission to fuss them. 

Is this the start of some law & order being introduced to our streets ?

Start with the Cats and Dog Petters, once they've sorted them bad boys (and girls) out, they could go after the drug sellers and knife carriers.
