Of course it is because where, in the old days, the public would hightail it away from a potential disaster while the emergency services ran towards it, it is now a fundamental human right & necessity for Joe / Josie Public to run towards a disaster area, (mobile phone on video record), not to help out but to take a selfie to prove they were there, so they can upload it to their socials. 

 

I think it's was enshrined in law around the time TikToc started.

If it's public property e.g. the pavements on streets then EON have no right to try to restrict access. Only the firemen can do that if there is a threat to health and safety.
