How can we issue cards if we can't catch them 😕

They have to apply for one if they haven't been invited or,  very soon,  they won't be able to do much without it.

Make them keep showing them every time they are asked.  Don't you know how ID Cards work ?

Get a job, Go to docs, hospital, rent a home, buy something big, put your kids in a school, get checked on travel etc.

Because eventually they come.to the surface because they can't live without access to services and access to services depends on proving eligibility

If you declare an amnesty,  you have to let them stay,  or they won't hand themselves in. 

That defeats the object and ensures that there's no point doing anything anyway.
