Its a case of personal pride, there are scruffy women as well scruffy blokes but I have to agree women overall make more of an effort in their appearence, it has and always will be that way. Imo

some appear comical  almost mannequin like ,why would you want to look like a shops dummy 🤔

They're like the eyebrows of the mid to late 80s, but more so.  The odd rectangular ones are a bit disturbing though; they look like snippets of electrical tape.

 

I was pleased to see that blue eyeliner and blue mascara are making a comeback.  Or maybe they've been and gone again while I wasn't looking.  Takes me straight back to wandering around the upstairs makeup counters at Boots with my pocket money, trying out the 68 different shades of Bourjois metallic blue eyeliner that I couldn't afford.
