Although I've never been to Telford, it doesn't scream 'a great night out'! I've been to Hull plenty of times & really enjoyed myself, and that ranked even lower than Sheffield! Telford is convenient for getting to Ironbridge, and the surrounding countryside is very nice...  Giving it a quick scan it looks like the survey's only concerned with the price of a pint, the number of pubs and clubs, and how safe you feel on a night out. Not to do with atmosphere and whatnot.
