If you are talking about business rates, they are actually a central government tax which is just collected on their behalf by local councils.

Barnsley has a much more reasonable approach which actually encourages the public to visit:

 

Parking is free for up to three hours in off-street car parks on Saturday, Sunday and bank holidays. After three hours, a rate of 50p per 30 minutes will be charged in the shopper zone car parks closest to the town centre, and 30p per 30 minutes in the commuter zone slightly further out of town. The maximum stay is 24 hours.

 

Parking is also free in off-street car parks after 5pm seven days a week.

Setting the start of the free time at 8.30pm is trolling. Can''t say I've ever visited the city centre after that time, did you run out of milk?

So that would be Barnsley with less than half the population of Sheffield, less happening in the town centre and consequently lower levels of demand for parking. Not exactly a like for like comparison is it? 

 

Why don't you try a more valid, size based comparison, like Leeds, Manchester, Nottingham and see how much free / cheap parking you get.

I've noted your repeated use of this argument, it is a non-argument, just like your private car parks charge, so why shouldn't councils nonsense.
