So that would be Barnsley with less than half the population of Sheffield, less happening in the town centre and consequently lower levels of demand for parking. Not exactly a like for like comparison is it?  Why don't you try a more valid, size based comparison, like Leeds, Manchester, Nottingham and see how much free / cheap parking you get.
