I believe legally that makes some sort of difference, so it may be relevant.  Am I right in thinking no civillians were killed in the Falklands? The plan was to destablise the middle east, and Blair and Bush managed that in spades. Almost everything since hangs on that, including all the terrorism.  If Tony Blair had any honour left, he would let Queenie (or advisors)off the hook and politely decline the Knighthood.
