There's enough of a bullying culture among NHS management already without bringing army 'discipline' into it. The most helpful change would be to change the culture of most NHS Trust management teams - at the moment, if patients raise concerns, the response is too often a defensive one where the Trust's management goes into damage limitation mode rather than trying to understand what's gone wrong. A number of people have pointed out the contrast with the aviation industry, where if something goes wrong the primary focus is on learning from it.
