As 'local time' was originally derived by sundials and therefore varied across the UK it became necessary for a more standard time. Eventually it was the railway that needed and enabled an accurate time across the UK. Both chronographs and the electric telegraph brought the 'time' here. In 1880 a law was passed to make GMT the standard time across the UK. OR The smoke was thick in Sheffield you could not use a sundial. OR The Town Hall clock was too dirty to see. OR People wanted to know what the time was in Cleethorpes- which just happens to be the same as Greenwich. Yes I’d go for the bottom of Pinstone Street to the bottom of High Street, encompassing Angel Street, Church Street, Leopold Street and Norfolk Street.  However the ‘City Centre’ is the centre of the city, not the centre of S1.
