The volume of water that is wasted before hot water comes out of the tap is dreadful and  it's even worse when  you realise that  the system is filled with hot water which is then left to get cold. But is it wasted..... BTW combi boilers do not fill the system with hot water as basically it is hot water on demand and not stored. Having said that it is possible with some modern ones to have some preheated water stored but that means it will heat up every so often and use more gas.
