The problem is, the risk isn't simple.  How to judge how many drinks is too many, how frequent, what type of drink, age group, other factors and put you in the category of paying for treatment?  Crossing a road is a risk, does that put you in the paying category? What if it was at a busy time, at rush hour, what type of road, what visibility.  Far too complex and too many cases to judge every case on its merits, so we have a universal insurance policy which some will use more than others, much like any insurance policy.
