How can i  get rid of annoying pop ups on my Dell inspiron lap top ?

1) Don't go on sites with loads of popups.

2) Pop up blockers are your friend, as is Google to find them.

There are lots of ad blockers out there do a Google and have a look,I’m using Ad Guard it seems ok,on a certain site I use I got nothing but ads and pop ups abandoned was recommended Duck Duck Go as a browser for it and it works.

Depends what you mean by popups, most browsers won't allow them by default. Have you installed something like malwarebytes? Make sure you don't have some lovely malware serving you up adverts constantly.
