To answer your analogy if photo id is brought in:

 

Thirsty does not apply for a postal vote, so.....

... no form arrives at Thirsty's house

Thirsty has no "voter ID" card, so doesn't go to vote, and is none the wiser as....

 

...an organised gang has applied for (very many) postal votes in different names, and "votes" for Thirsty and many other citizens, without their knowledge - as per the Birmingham case!

I did - but I've not got the in-depth details of how they got their hands on the votes, but have given you the reference if you want to look into it.

Well, you didnt answer it. Explain how a gang manipulates your vote when a postal vote has landed on your doormat. Will give you a few minutes to go and fetch some replacement tin foil.

Well no, I was working on the assumption that you actually would apply for one (which involves ticking one small tick box on the annual form every autumn), and if it didnt turn up you could do this magical thing called "picking up the phone to ask where it is".

 

Sadly it seems I am never going to penetrate the thick layer of Bacofoil on your head so it is time to step away, your reasoning of "I dont want a postal vote because a gang might apply for mine instead" is bonkers and nonsensical.
