The President takes advice from all his Government Agency advisors on all serious matterS, but in the end the President has to decide, on matters of grave consequence. Like wars, natrural disasters and pandemics. The buck stops with him, for better or worse as we have we recently seen, except for Biden, who refuses to taken respopnsibility for his own decisions.

The problem is with advisors, like Military, Intelligence, Health and Economics, to these specialist hammers, everything looks like a nail, and it is why Presidents are elected every 4 years and held to account for their decisions.

These advisors are humans with human flaws, not gods. lOL
