Bit pricey, but you're literally sat next to Tower Bridge and you can watch the world go by on the Thames. Also, there's some great pubs near The Golden Hind/The Globe Theatre where you can sit in the sun and soak it all up. If you want pomp and ceremony I would second The Savoy or maybe Fortnum & Masons 4th floor. AVOID the Ritz or harrods. Too much like a conveyor belt.
