An expert he commissioned found that she did break the Ministerial Code, and therefore should resign. Instead Johnson took a "Cowardly avoidance of responsibility", and ignored the report. At least Starmer is trying to do the right thing. Not that Johnson could sack anyone for breaking the Ministerial Code - where would that leave Johnson?
