The article mentions a "trigger of a byelection", if the enquirey was unjust and that is why his wife killed herself, any one with morals would resign on the principle.

Straight out of the Tory excuse book, the old Victorian sewers excuse, they were working fine until now.....and with no bad weather, in fact it's been unseasonably dry and warm
