When does the levelling up process begin? It's started. By forcing people in lower paid jobs to think about how they can get a better income to keep up with the rise in costs. They're sold 'the American Dream' but millions fail to achieve anything like it,  hence its enormous underclass. So much for levelling up... Why do our governments always look to America as an example ?
