It's been a while since I heard that song, and I'd misremembered the lyrics.  I thought the thing he wouldn't do was only revealed towards the end, when he was particularly adamant and emphatic:

It might be the same thing that Daryl Hall can't go for. He says he'll do anything but he can't go for that. So, it might be that neither of them will do a duet with the other. 🤔
