Windows Powershell

What is powershell ?- why is it opening every time I switch on even though I have disabled it in the start up section.  Do I need powershell??

no, you dont need it, check the "Startup" folder for the user.....

what a crap site that is in the link, wont let me remove all cookies before clicking save, will only let me whitelist it in mi ad blocker (or i cant view the page) which i wont do, too intrusive
