Or is it being abused by some people who are on the phone far too much because it is not strict? Or are you not allowed phones at all outside dinner / break time? I'm trying to get an idea of what best / fair / working. I guess it down to what industry you work in too given if you are serving customers the last thing they need to see is you taking a phone call instead of serving them in a shop for example. Yes, I think so. But most people nowadays are addicts and refuse (explicitly or by conduct) to abide by 'no mobile use during working hours unless in emergency and authorised' rules.
