NHS staff probably have time limited contracts. I was exaggerating to show my point, that moving NHS staff around isn't easy, and by contracting out agency work, it solves a problem. (the downside of course is that we know these nasty companies are making profits off it) Â I can't really compare your job in the council, as I don't know how specialised your job is. Â Nursing staff are highly trained and qualified (and often specialise in things as part of their career) and if they want casual work, by joining these things, both they and hosp get what they want quickly.
