Why not? in between every time they're caught they will have done numerous other offences that go uncaught. And its not just stealing of course... Steeling a car/burglary - 5 points Serious financial fraud (figures involved to be determined) - 2 points Serious assaults - 5 points Armed robbery - 50 points. And so on...
