You should never put copper pipes in  skiimmed concrete /Acess  is always required  to any heating pipes. Sheff maintenance fitters / plumbers will walk out of any houses that have had wood decorative floors put on top of floor boards including laminate floors be warned

Be warned if you have a combi boiler if you have a fault heating  fitters / plumbers will just walk out
