No they're not. One is perfectly legal and complies with electoral law. The other is a breach of electoral law and possibly fraud if the candidate is successful and receives a wage or gets expenses.

In the case of an MP, they often make laws that affect the whole country, so a local candidate is less important, its the local city councillors that need to live in the area.

You cannot do that in a local election though. You have to work or reside or own property in the local authority area (not necessarily the ward)

 

Although this year, the candidates address doesnt have to be on the papers so...
