Enforcement Officer

Now all the time I have wandered round the town centre. During the week like today when I have a day off work and at weekends.  I have never ever seen an enforcement officer. One of those bods that go round fining people for dropping litter etc. Yet today for the first time ever I saw one giving a couple an on the spot fine for something. Is it new or have anyone seen them before?

I have seen them wondering about, along with the "City Centre Ambassador" people..

But can't say I have ever seen them actually stop and fine anybody..

Good to hear they are going about dishing out fines, can't stand people tossing litter on the floor without a thought.

Can't understand why people think that it is OK to throw rubbish on the floor, put it in your pocket and take it home with you or wait till you see a bin and put it in, it isn't that difficult surely.

Can't understand why people think it's ok for an employee of a private company to go around issuing penalties to people without the benefit of a hearing.  Especially when is often the case they recieve a financial reward for doing this - there should be no place for a paid witness in a fair justice system.

No place for litter louts and is good that they do this to tackle the problem  certainly will get the person to think twice before doing again.  Need more of this doing

Last time I saw anything like the above happening was in Chesterfield, autumn last year.  A pedestrian, surrounded by  4 or 5 street cleaning officials, being fined for some transgression. She obviously hadn't the cash with her, so one of them was offering to escort her to a nearby ATM.

I have no issues with enforcement to tackle the issue however as elmambo pointed out, councils are using private FOR-PROFIT companies to achieve this. 

 

1. Councils don't receive eve the sum of the fine. Typically less than 10%.

2. Councils refuse to listen to complaints regarding these companies. 

3. Complaints include false allegations, intimidation/threats, harassment, failure to identify when asked (actively hiding I'd when challenged) & dressing covertly when the contract stipulates overt uniform. There are other complaints too. 

 

These companies only make money by handing out fines and the employees are INCENTIVISED by a bonus scheme to do this. This is why behaviour listed above goes on. 

 

It needs to stop. Councils must be held accountable for hiring these companies and the behaviour of them under their employ.

Why don't councils employ the wardens directly, surely it would make more sense. These companies are obviously making it pay so surely a council employing their own wardens would make more money.:confused:

For the same reason most big businesses contract 3rd parties, ease of disposal of workers and  Plausible deniabilty when it goes pear-shaped. 

 

The council can just cancel the contract and that's the end of it for them. The 3rd party company has to deal with redundancies etc. 

 

As for the deniabilty, any major issues and they can claim the 3rd party hid it from them.
