I got one of these on 19th Jan for DVi on PC to VGA on monitor and it worked well,  under  a fiver &  free postage. No requirement of additional power from a usb port.

That will only work if your Display Card already supports VGA over DVI, same as the one I linked basically - but with a cable between them instead of being contained in the same thing...
