Nothing to do with racism. It's an observation highlighting the possibility of the position being exploited for political ends.

No, its nothing to do with the Russian  entire people, but everything to do with one Russian person  who lives in the Kremlin.

Yes, if it's someone who is representing only the interests of the corrupt evil east, we don't want that!  We prefer someone who is representing the interests  of the corrupt capitalist west instead...

There's been plenty written about the mafia like nature of the Russian State under the direction of Putin.

Interpol is a vehicle for international cooperation in solving crime, and not a vehicle through which vendettas may be waged against alleged enemies of the Russian State.

From BBC news:

Alexander Prokopchuk has had a long career in Russia's interior ministry and was made a major general of the police in 2011.

The clear favourite to win Wednesday's vote, he is one of four current vice presidents of Interpol, and was nominated to the role by Russia two years ago.

Critics are opposed to his candidacy, arguing that Russia has misused Interpol as a means to pursue its critics by using unjust international arrest warrants, or Red Notices.
