Does anyone really believe that no one in those neighbourhoods know who is dealing drugs (as in other articles it was stated that this is a drug related gang problem)? Now if they know who is selling drugs they have two options - report them to the police and have them taken off the streets or ignore them and end up in this situation. You can blame whoever you want and as much as you want but at the end of the day if a crime is not reported to the police there is very little that they can do and again it goes down to a decision that an individual makes.
