Am I missing something here, Is there an equally effective, less invasive deterent that I'm overlooking? I only see one solution to this problem, which is to physically examine vulnerable girls to ensure that the mutilation of these girls doesn't go undetected, and to also serve as a deterrent to parents, guardians or who ever is responsible for her. And given the option, wouldn't girls opt for the unpleasant and invasive examination rather than fearing the prospect of and suffering the agonising brutality of FGM? It is only taking place among specific ethnic/cultural groups, so you focus on girls that belong to that ethnic/cultural group by using doctors and other specialists, preferably female, that also belong to that ethnic/cultural group.
