Â Arguably their own costs- eg. paying staff that arent actually working, but possibly not costs of using all endeavours to squash protest or other issues outside of their control that might stop them carrying out the work. There was no "split second" decision. The council, it's lawyers and plod had been plotting for weeks trying to dredge up any old excuse from the statute books to make arrests. Although they have recently paid Amey £700K compensation for the alleged costs incurred by Amey when SCC delayed the felling program to set up the Independent Tree Panel and review some of the proposed fellings (most of whose "keep" recommendations were ignored anyway).
