It's easy to criticise 'the police' and just like any walk of life there'll be bad ones who let the others and the public down, but try and put that in the context of some of the horrific stuff they have to deal with. The point is that coming back to the issue of football matches the police are out there anticipating trouble even though there has been no trouble and yet as you say, where there actually is trouble they don't seem to want to know. Are they police officers or are you talking about the camera partnership. The few officers I know have no time to sit in a lay by ' stalking motorists'.
