I don't know how she got there but it's worth pointing out a bus goes from quite close to the road mentioned in the OP to Meadowhall. It's not unreasonable to think an 8 year old who'd taken that bus several times with a parent could do so by their self. But we're all just speculating and we're unlikely to find out the real answer.
