Neither of those apply in a driving test so the tests would not get rid of most of the unsafe drivers.  Enforcement is on the decline, lots of speed cameras; but way too many uninsured cars and illegal drivers. If there is an illegal car on the road, the police are not interested in it, unless its being driven. What ever happened to preventative policing?
