It's subjective. The local authority boundary for the city with that name is the most commonly used definition, but it's not the only one. So by one definition Dronfield IS in Sheffield, by another it's not. It's the same elsewhere (e.g. what constitutes 'Manchester' or 'Birmingham' can be simply those local authority areas or it can ALSO include the adjacent urban areas.
