I wonder at the mentality of people sometimes. What sort of out and out piece of turd dumps rabbits by the side of a busy road then drives away?

 

The government recently refused to increase the sentences for animal cruelty but just think of this person's mindset? If they can be so cruel and heartless to bunnies, what else are they capable of?
