I didn't know that 'not severe' flood warning means 'flooding is expected'. Severe flood warning is 'severe flooding' - its already happened, danger to life. Yes. SCC's general advice is at https://www.sheffield.gov.uk/environment/flooding.html  https://flood-warning-information.service.gov.uk/ is HMG's official guidance, from which there seem to be three grades. 'Severe' is the top one [danger to life]. The next one down means flooding expected- immediate action required. The third is a flooding alert- flooding possible, be prepared.
