Are autumn and winter good months to do External painting?

Would you turn an external paint job down in Oct/Nov/Dec/Jan?

The property managing agents have allowed a national firm of painters and decorators to start the external wood painting at the grade II listed converted apartment block. 100 apartments, some 4 storeys.

 

They are out there in all weathers, cold, rain, high humidity. I've got the technical spec for the paint from Jotun and it doesn't look to me like it is okay, especially when you consider drying times - including prep time - removing flakes, washing, drying, primming as nec., abrasing, first coat then second, 10 hours of keeping the doors and windows open!

 

Ignoring the Health and Safety, no bollards, taping off vehicular access.

 

They have a chartered surveyor 'overseeing' the works.

 

Advice from professional painters and decorators would be appreciated.
