No, it's a typical Facebook rumour that gained momentum because people tend to believe stuff and share it without applying any rational thought.

 

The rumour would have you believe that people putting a clown mask on to jump out and scare kids have now become an organised, mobilised terrorist organisation who've all planned to go out the night before Halloween on a "purge" (see the film of the same name), committing all manner of violent crime including murder.

"Purge Night" is the new name for Mischief Night or Devil's Night, which is usually on the 30th.
