People are awarded a council house presumably to be in it for virtually their entire life, making it unavailable to anyone else during that time, therefore what difference does it make if its been sold off?  When they die or move into a retirement home perhaps, their home then goes to their heirs rather than to somebody else who might need it more.  The virtue of the new right to buy scheme is that all proceeds go into more social housing, so the total supply of social housing should be at worst constant. So I think you can buy your council house without much by way of socialist guilt.  Myself I'm not generally in favour of the state being in the landlord business.
