Ok in a 500 space multi-storey but too expensive for a surface level car park with anything from 20 to 130 spaces like the Council run. Look at the similar size private sector surface level car parks, they are all pay and display, same as the Council ones (and they don't give change either)  It's amazing isn't it...the cheapy little vending machine in our canteen manages to give change... Their parking enforcement duties are now mostly done by council employees, although they have no power to control or direct traffic. Â The last few remaining wardens were abolished by Teresa May as home secretary earlier this year. Â If it looks like a traffic warden and it acts like a traffic warden .............. its a traffic warden , whatever fancy job title they give them these days . Guest sibon   #77 Posted August 10, 2016 What I fail to understand is if what Planner points out is correct that the revenue raised does not go to the council or has many restrictions on what it can be spent on, why does the council make such an effort to increase and enforce the charges.  It is because then, they can defray costs elsewhere.  If they raise £xm from parking charges, that is £xm that they don't need to raise in council tax to spend on specific services, so the council tax increase is lower than it would otherwise be.  This is a fact often missed by people like Penistone, who think that everything should be free, apart from the rent on their property empire (which should be subsidised by the taxpayer). And they have your car kidnapped if you lose your ticket.  Your anger would be better aimed at the private car parking providers. Can do you for obstruction, blocking a junction etc. as well as parking offences.  Civil enforcement = council = non-criminal offence = fine but no points - can only enforce parking regulations, yellow lines , clearways etc unless given extra powers by local authority.
