Had they gone off at a complete tangent to the electromagnetic principles that

It's simply the fact that Heaviside, and the rest of them for that matter didn't understand inductance and capacitance especially well. All Heaviside is saying there about his stuff about tubes reaching out into the distances is that when you introduce current to a long conductor - like a telegraph wire - is you have L and C to consider.

 

A wire especially under the ocean has capacitance, that can be corrected for with an approriate inductance which is applied at right angles to the phasor. (which people then confuse and think it's meant literally at right angles to the conductor...)

This reminds me of a GPO Telephones course I went in the 1960s. LG=RC for a balanced cable pair. L= inductance, G=leakance, R=resistance, C=capacitance. Lloyd George was a Roman Catholic, was the mnemonic. The inductance was by means of loading coils. The loading coils were removed when digital inter-exchange signalling & speech was introduced.
